I think covering the hair has alot more implications then fending off rape and abuse. Nor do I think covering oneself could be the entire answer to rooting out the problem completely!
To cover means protect in Arabic! And certainly a women should be protected with a cover (which could be the law, clothing, men in her family, herself, society). However, following one aspect of the religion does not mean it will cure all of the diseases within societies.
