Just a sugestion which I maybe wrong and also not seen myself. But it makes sense if you relate them together.

I know of some labour camp requirements which I believe the Qatar law has referenced with various petroleum companies..etc.

So if the apartment is a rented one, the number of toilets available, shower, bed space should be available for reference. See if you got friends working in these places to lay their hands on the documents.

I am also very curious to know more about this right...
