For change to profession you have to provide your basic education certificate, attested by ministry of HRD of your country and MOFA Qatar.

Microsoft/ ORACLE/CISCO certifcates are not eudcational certificate but only professional.

However as you required to change as Technician (Fanni) in arabic does not required any higher qualification so can give a try.
