Rules are in place to be followed. Some countries could have stronger/tougher rules on immigration than others.

And yes so far in any country of the world overstaying (without visa or proper authorization) leads to heavy fines as well as  to be jailed and deported.

Is that overstaying going to affect you (your friend) going to another country that is still to be seen.
