I would suggest to you to use a password protected wireless connection so that no "neighbor" can use it.

Maybe there are rules against it but so far whenever a wireless is open (not password protected) people tend to use it freely and without even asking if they can.

Just set up a strong pasword and block anyone from using your connection without permission (remember you are the one paying while others are enjoying)
