If you mean somebody sending you PMs too frequently use the option block user when "reading" the message.

Yet another way would be to use the Contact form and ask the moderators to take action.

Now if you mean somebody posting repeatedly in the site (any section of the site) then  use the Contact form and ask the moderators to take action.
