I got one in order to apply for a certain visa. It took me only 2 weeks for them to issue one for me.

I went to the Police Department in Salwa road close to industrial area submitted the form and photo and qatari ID They charged QAR12 and issued one for me to be collected in 2 weeks.

My husband collected it for me along with my QID.
