yes, you can come back on visit visa. As far as I know, here in Qatar, they have two types of NOC. First one is NOC to transfer and the other one is NOC of not having two years ban. NOC to transfer means that once you have resigned or the company terminated you, they will issue an NOC to transfer your visa to the new company. While the other NOC means that when you do not have a company to transfer your visa with, your current company will cancel your visa but will have no objection if you will find another  company to work with in the future. It also means that you will not have the two years ban.
