galloper - for the scratches and window tints, normally it's just a minor fault. ask the police in charge for the signature/stamp... if he didn't sign, he'll gonna ask you to fix/repair all the problems mentioned in your report and come back for the re-inspection...  and if you passed, that's  the time he'll gonna sign your paper... you may now proceed to th e insurance co. and traffic dept.

and as for the plate number, you must all proceed to the main traffic dept. which is in madinat khalifa...
