if your unpaid debt in uae was reported to the immigration you can not exit. If you are allowed exit at uae, i think there's no problem entering Qatar as long as you have the visa to enter Qatar. that is my personal opinion only. Any prevailing laws at Qatar regarding this matter just consult a legal adviser
