Go to traffic police station (muroor) with a photo copy of your qatar ID and one passport size photograph. This is done in Rayyan and matar kadeem police stations. They will charge your 10 riyals and give you one paper in arabic which can be used as a temporary license. The original card will be given after 2weeks with a charge of 250riyals.
