The only five applications browser, BBM, messages, phone, home they are always logged on so you leave them. Then you might have set some auto push notification like facebook or twiter or some other news or weather they are auto you can close them.
Access data limit means when you download files from bbm (big files sound or video clip) or any other applications from bb world or email attachments. There is an access limit if you exceed that you will be charged.
