the NOC law indeed is not in line with the human rights and theoretically there are two things you can try: go to the human rights commission and ask them to help you. you can also ask your embassy to contact your employer and ask them to reconsider their decision, but if your employer does not want to issue NOC, they don't have to - this is the law.

not sure how helpful human rights commission here is, but I know that the letter from the embassy helped in some cases - it really depends on the company. think about it carefully though, because some companies are not reasonable at all and you may lose your job over this.
