I guess it's all about choice. I choose to wear abaya and shayla sometimes as it is a strong part of my culture here in Qatar and at times I want to identify with that. No-one has ever said that I have to wear it. I think that's only in Saudi where it is law (I think?)
Most people in the world want to identify with the culture they 'belong to' by dressing the way that the majority do in that culture.
