How the hell one can come on business visa and not to work? Business visa is given for purpose of work and only for that purpose. You guys got used to business visas trading black market so much, that even don't realize what is legal and what is not!
Its not a question of coming and not working...business visa won't be issued without NOC. Simple.
You still can come on family visa though. But here you cannot work. Once you apply for your work visa or work permit, you will be asked for NOC letter.
