Philippine embassy is issuing the old green passport for those who are going to travel in cases of emergency. This applies to adults as well as new born Filipinos who are going to travel in cases of emergency or if there's no more time to wait for the MRP. Another option is to ask for passport extension or passport amendment if the passport is already expired. Cost is QR100 for passport extension, valid for two years.
