Yes, u can buy any car u want.
A driving licence is not a condition for buying a car.
She only needs to have a valid RP and QID to be the onwer of a car. If you are her sponsor, you can issue a NOC to register the car under her name. If she got a different sponsor, she must obtain the same NOC from her sponsor. Thats all. I bought two cars under my wife's name even long before she started going for driving classes !!!
