I dont think you are eligible to get a visa on arrival at the UAE border. The designation on your resident permit is what that matters - Doctors, Engineers, Managers and higher categories are allowed to enter UAE, without prior visa.

Just check with the UAE embassy in Doha (near 4 seasons hotel) west bay area, carry your passport with you.

Dont forget to get saudi visa (for transiting) if you are travelling by road
