Firefighter is not coming under the categories for which on arrival visas are given in UAE. There are cetain professions like Manager, Doctor, Engineer, Lawyer, Teacher etc. who can avail on arrival visa. It will be better to check with any of the Airline Companies if you will be able to get on arrival visa in Dubai before proceeding.
