ROTA does not help non-muslim countries.  I have heard this from people who work there.

 

And in the world of charity, the measure is how much you give as a percentage of GDP.  The best countries are normally Denmark, Netherlands, Finland and the other Scandinavians.

 

For its wealth, I don't think Qatar is that generous.  The real measure is not what local newspapers say but what international organisations such as the UN and other experts have to say. 

 

Also, real development is not about how much you give, but how you give and what kind of programs you create.  Sending books or helping build schools won't do much if you don't also create programs to educate teachers and parents about child rights and how they should be brining up the next generation.
