there is no such thing "Business vissa for 2 years". And no RP is issued based on Business visa. You are on Work visa here. It seems like you entered Qatar under business visa, but later it was switched to the work visa. Then it explains why, after being in Doha for 2 months, you still haven't done your medical.
Anyway, you can join another company since your RP isn't stamped yet. You do not need a NOC from your current company, but you do need an Exit permit in order to exit Qatar.
