I would love to find an example of an ultra-religious community that isn't also hiding a substantial subculture of people engaging in exactly the sort of thing that is forbidden, if only to prove myself wrong. 

Until recently there was a sheesha cafe that had, on the upper two levels, private rooms where guys could sit in peace (and privacy) to enjoy sucking on each other's.... sheesha pipes.  This isn't an urban legend, and it isn't an anomoly.  I've seen things here that you would just never, ever, ever see back in the west.
