if your current sponsor provided a NOC letter, you can transfer from business visa to work visa with your new company without exiting Qatar. If your current employer refused to give you a NOC, you will have to leave Qatar and to wait till your new company will issue a Work visa for you. then you are good to come back on your work visa without NOC letter.
