Drainage for what

Because they need to drain the land to extend the Golf Course ?
Because they need to drain the run off from a new Road ?
Because they need to drain the run off and sewerage for a new housing compound ?
etc.etc.

I get what drainage is for thanks, but it is waste ground, that wouldn't normally be drained would it, not here anyway ?
