you can get dubai visa on arrival if meets following conditions:
your qatar work visa should shows designation "engineer"
you must be in Qatar for more then one year at least
passport should be valid more then 6 months at time of travel
Qatar visa should be valid at least for 3 months at time of travel

please check all above, and renew if something require to do so.
