I don't like to generalize, but even you have to admit that there must be something in the culture that people don't like to say no....all I have gotten in Qatar (no matter who I was dealing with) was "inshallah" only to later find out they can't do something. It is much worse than telling someone you can't do something (then they can make alternate arrangements), but people in the middle east like to string you along with promises and then reneg at the last minute (I had the same experience in Lebanon).
I'm not saying ALL Middle Easteners are like that (for instance I get the distinct impression you are not like that)...but I humbly submit that poeple like us (you and I) are the exception rather than the rule.
Its just frustrating.....and again my apologies if what i'm saying is coming accross in a derogatory manner, that is not my intent.
