I think its the environment....for instance in Canada, you are encouraged to ask someone to show you how something is done if you don't know....no one looks down on you and makes you feel dumb....also its rarely an issue because poeple generally don't falsify CVs, so are almost never in a situation where they are asked to do something they are not qualified to do. If everyone is forthright from the get go, then you get assigned to the tasks you CAN handle, and the entire organization works more efficiently.
In general...the middle east seems to have more nepotism (as opposed to the Meritocracies of North America)...so you often have people in positions they are NOT qualified to hold....but that's what happens when "who" you kow becomes more important than "what" you know ;)
