I think i know the answer regarding your question it happens to me before when i applied in one of the company here in qatar when im still in my home country and they issued a visa for me but they did not send me copy that's why when we try to apply a business visa, tourist and even working visa i got rejected thrice because i have an active visa that not been cancel by my employer before check with the immigration if you have family or friends here in qatar so may know whats the real problem is. hope it helps good luck
