This is my understanding. There are stores where LV directly manages and maintains. Within the Middle East anyway, external companies are managed by locals (legally). LV refuses to open 'franchises' because that's simply not in their strategy or the image they want to promote. LV therefore gives permission and licensing to agents to run LV stores using the same practices as a franchise would (except it isnt'), and signs an agreement to allow a GM to ensure that the quality and standards are met. Although in essence it's the same, legally and technically it's not.
