Although the report is trying to "link threads, bits and pieces", did ignore a simple fact: Israel participated in the war and was not prepared for it, which in other words mean that Israel did not plan the war. They have been for 2 weeks trying to work out a suitable war plan. Those who plan a war ahead of time, have their plans ready in their drawers. They were reluctant to involve their reserve army.
Anyhow, being in an area which is the major producer and major reserve of oil means the area will be under attacks and struggles till the oil wells dry.
