The answer was given by ahmed the 'Mod' as below,
Qatar Living Points are collected by participating in the forums
and answering questions in the Q & A part of the site. Each post
will either earn the user 1 or 2 points. The points a user has
earned will be visible to all other members of the site. In this
way a fellow member can judge how active a particular member is
on the forums and the Q & A part of the site.
For example, if a member who has been on the site for over year
and has only a total of 5 points, means that he/she is not a frequent
contributor, whereas a member with hundreds of points is very active
in the community.
Additionally from time to time, the Qatar Living gives out prizes
for the post active users.
Aside from the above, there are no other benefits to collecting the points.
