I'm saying this simply, Dubai's cost of living is higher than Doha. Simple as that.
Funny thing is you mention crime has 'duplicated' (I guess you mean doubled) but it hasn't. You look at the rate of crime per population and the percentage of crime has actually DECREASED by .5%
It is also 9% LOWER than Dubai.
