I received a call from someone claiming that he was from my mobile service provider and he asked me to shutdown my phone for 2 hours for 3G update to take place. As I was rushing for a meeting, I did not question and shutdown my cell phone - these are your words from your post.
Why would anyone accept such a message at face value without checking? Even when I receive messages from my bank or any other "official" body. I CALL THEM on their published number (not the one sent with the message) to ascertain their validity.
I certainly wouldn't entertain the notion of following an unknown someone's instructions without checking it out. This type of thing is a scam and has been for 20 years. If you don't know the person you're talking to or is sending you a missed call or an SMS - don't respond. If you must take action call your service provider and REPORT it - QTel and Vodaphone are probably already well aware of abuses of their systems.
