By "market" if you mean the iPhone will be legally offered by a service provider like QTEL then I have my own doubts if it will be available so soon. I guess Dubai will get it and then a few months later it will be for Qatar.
In any case the policy which apple is using for its iPhone by locking it to a service provider sucks. They would be better off in the long run if the phones were sold without locking and giving the user freedom to choose his preferred Service provider. Years before they made the same decision of locking their OS with their own hardware. Had it not been for this then maybe MS Windows would be a different story.
