Most of the countries outside the middle east have laws gaurding the rights of people against racism. Sadly enough Qatar and the rest of Middle East has yet to accept that Racism exists in their countries, which I dont believe they ever will, let alone comes up with laws against racism.
Most people who share racist opinion and act accordingly would vigorously deny they are racists or even accept that it exists. Existence of racism is a prerequisite for fighting racism.
