I took my new license when I was on a visit visa. I din't had a identity card then. They had 'temporary license' printed on that. As soon I got my permanent visa I went to the traffic department with my temporary license and new ID card, payed Qr 250 and got permanent license instantly.
So I think the opposite is also possible...
