Just go to any "Typing Services Centre", they'll type the form for you. Go to Traffic Division alongwith the Buyer and get it transferred there. The Buyer would need an NOC from his/her sponsor. No need to transfer the Insurance, the buyer can keep the same till it gets expired. The Buyer would bear the charges for Registration Transfer.
