Salary is not the only means for a person to be illegible for a canadian passport. you have to apply for an immigrant status in Canada. As far as I know, there is no Canadian Embassy in Qatar. You have to apply in UAE. Also, approval for immigrant status rely on your qualification & education and not salary.
