If you have some blood relative here in Qatar...he/she can apply for your visit visa.
You can make a reservation in any local hotel in Doha and ask the hotel to arrange it for you...but you'll have to stay in that hotel...so better go for one with reasonable room rents.
If you have some links with a local company, they can arrange a business visa for you.
