To start a war you can come up with hundred's of reasons. One of the best reasons I heard was (love for the Iraqi people) love for humanity/people. Some great speech writer!

To end the war you need someone to be defeated or to accept defeat.

And after the war they always say peace has been achieved although the road to peace was bumpy but we achieved it. (At the cost of millions of innocent lives)
