If still in overseas then I believe it is not a contract, but a job offer. You can sign the job offer. However before you actually resign, I'd advise that you make sure that the QP send you the temporary visa to enter Qatar.
The real contract will be signed once you are physically in the QP office presenting your credentials (certificates etc) and sometimes confirmation of your medical test in QP clinics.
If you are already here working in another company then make sure that you will not have problem in obtaining NOC before you resign.
