A "Western Educated Arab" is known as a "Fresh off the Boat" Arab in the US, which is different from a 1st or 2nd generation Arab that grew up in the US.
Only people that came to the West in their adulthood, and like to think that they are somehow more "refined" than your typical Arab would ever refer to himself as as a "Western Educated Arab".
Sounds to me like he has an inferiority complex, and is trying to assert his class status in a status obcessed country like Qatar. I would personally steer clear of such an individual, and hang out with regular Arabs who are comfortable with their identity.
