documents will not be used in Qatar (or the middle east). They will be sent to a different country - requiring certification of true copies.

Not by our Dept./Ministry of Foreign Affairs, then our embassy here, then Qatar's Ministry of Foreign Affairs - a process which we always do if we are to use the documents here.
