From India, Passport offices does not give PCCs. To get a PCC from ur native, u have to file an application with the Superintendant of Police (District). He will forward ur application to ur native Police station where they will follow up the matter and report back to the Superintendant. After the varification of the report, the PCC will be issued to u from the District Police Headquarters.
Why to take headache? Go to the Indian Embassy fill the application form, submit it with the required fees and get it.
Remember, if ur involved in any crime, (Civil or Criminal) u will not be granted the PCC.
