Oh the cleanest country in the world is Iceland, but Singapore does have some very strict rules. Last time I visited, I saw signs everywhere. Specifically read a sign which said 100 dollars (can't remember amount), for spitting nut seeds.

I'd say that the most efficient transport is in Japan. I think their record for the underground is 8 years now with no delays or something.
