yes sure why not u can apply for driving licence on visit i am also on visit visa and i have driving licence but there are some rules if u have the driving licence of ur country then u just have to give ur driving test if u dont have a licence then u should go for the training and then go for a test but the driving licence of ur country should be valid if u need to know anything more i am ready to guide u
