You're right, An individual whose mother is Qatari should automatically be entitled to Qatari nationality.
But an individual who was born in Qatar with non-qatari parents, does not get that right automatically, which is the same in other countries.. you still follow the citizenship of your parents.. Besides there are other countries that don't even allow other nationals to do such.. At least here in Qatar they give people that chance.. no matter how hard it is..
Just like Selani said.. Why complain?
If you want Qatari citizenship that bad just fill in the blanks and do all of what's required of you..
