For Indian national visa from German, French embassies is very easy to get. When you apply for the visa you have to submit your passport along with application. For French Embassy you can submit the passport later on also, just submit its copy and they will send it for approval, once you comeback from leave you can submit your passport to stamp the visa and within 3-4 days they will stamp the visa in your passport. You cannot apply for visa while you are out of Qatar, i.e., via Fedex, Aramex, or DHL.
