There is a myriad of reasons that the standard of driving here is so low (although its not the worst I've experienced). But the main reason IMHO is that people don't take responsibility for their own driving.

Last month I was rear ended (oh missus!) in a taxi by an elderly Qatari gentleman whilst we were stationary for a least 5 seconds. Ourselves and 3 cars in front were waiting in a queue for a truck to turn left as the car slammed into the back of us.
The Qatari gentleman was very polite and civil but was telling the police that it was the truck's fault for stopping. This occurred in daylight on a long straight road crossing the desert with only these 5 vehicles insight. He just could not or would not accept that he wasn't looking where he was going.

As you said, to look at yourself critically is to learn from your mistakes and puts you on the path to improvement.
