According to ictQatar VOIP Policy:
2. No person or business within the State of Qatar may sell VoIP calls or services to the public or businesses without a license issued by ictQATAR. The only two companies currently licensed for that purpose are QTel and Vodafone.
to PeterPerfect: I have not said that V blocked or reduced the upload speed, I said "hopefully not". I am still guessing, this is a temporary technical issue.
btw, just to let everybody know, last time in 2005, when all voip services were interrupted people from US submitted written request to US Embassy to resolve the issue. http://www.vonage-forum.com/ftopic9854.html
